About the Kimball Street Bridge

The Kimball Street Bridge, an 11-span structure originally built in 1917, carries more than 20,000 vehicles a day, facilitates two-way traffic and does not have any parking spaces. It is located by the Gail Borden Library, Pioneer and Foundry Parks and the Kimball Street Dam. Future bridge and roadway designs will include recommendations to improve transportation mobility for all types of users across the bridge. As part of the preliminary engineering process, the city is also considering improvements to the IL 31 and Kimball Street intersection on the bridge’s west side, as well as Fox River Trail connectivity on the bridge’s east side.

About the Bridge Phases

Both the Chicago and Kimball Street Bridge projects will be implemented in three phases, but may move from phase-to-phase at different times:

  • Phase 1

    Both studies are in Phase 1. This phase includes early engineering and environmental studies. During this phase the team reviews conditions, tests options and selects a preferred solution.

  • Phase 2

    This phase includes design and land acquisition. The city develops construction plans and secures any needed right of way.

  • Phase 3

    When funding is secured, this phase includes construction in coordination with local communities and other planned projects.

Public Information Meetings

The City of Elgin held public information meetings at the Centre of Elgin to introduce preliminary engineering studies for the Kimball and Chicago Street Bridge projects.

The meeting objectives were to:

  • Provide an overview of the study process
  • Gather public input on transportation issues and community needs
  • Share next steps for the projects

Purpose of Meeting #2

The purpose of this public information meeting was to:
  • Provide an overview of the study and project’s purpose and need
  • Share how feedback from the first public information meeting has been incorporated into the project
  • Present the preferred alternative and proposed improvements
  • Obtain additional public input

The City of Elgin held its second public information meeting for the Kimball Street Bridge project on November 13, 2025.
